The flags used initially by Croatian Communities proclaimed in Bosnia and Herzegovina were the historical tricolour with the simple chequy shield in the centre of the white stripe - with variations in the shield shape and order of the red and white cheques. The only legislation prescribing it is the Regulation on Armed Forces, prescribing the Armed Forces flag to be such, while at the same time the emblem of the Armed Forces is already such that was eventually adopted for the coat of arms of Herzeg-Bosnia. The consolidated text issues a month aftewards already name the flag and the emblem of Armed Forces as the flag and the coat of arms of Herzeg-Bosnia, althogh these were not formally adopted yet.
The coat of arms used otherwise was initially almost exculsivly of the same shape basic shape as the already adopted new coat of arms of the Repuzblic of Croatia without the heraldic crown.
Immediately before the beginning of armed conflicts in Bosnia and Herzegovina, as response to ever more separatist and aggressive policies of forming of Serb state units, political units were formed in late 1991 to enable the defense of the territory. Thus in the northeastern part of B&H it was formed the Croatian Community of Bosnian Posavina on 12 November 1991 encompassing eight communities with the seat in Bosanski Brod, and on 18 November 1991 in the southwester parts of the state it was formed the Croatian Community of Herzeg-Bosnia with 30 communities and the seat in Mostar. Soon, Croatian Community of Usora followed on 14 January in Usora and Teslić and the Croatian Community of Central Bosnia in Žepče on 27 January 1992. The four communities (and also two that were not fully functional in Tuzla named Soli and in Sarajevo named Vrhbosna) were unified with formation of the Croatian Defence Council as the highest executive and government body on 8 April 1992 and became the Croatian Community of Herzeg-Bosnia. The Croatian Republic of Herzeg-Bosnia was established on 28 August 1993.

The coat of arms is a golden outlined concave chequy shield of gules and argent topped with a golden with triple-wattle ornament. The emblem has origins in the initial emblem used as headgear symbol by Crotian police in 1991, replaced with the eventually adopted coat of arms, and thus "recycled" as readily available emblem for military units in Bosnia and Herzegovina. The flag is tricolour of red, white, and blue with the coat of arms in the centre so that the wattle part enters the red stripe and the lowest stripe of the cheques enters the blue stripe. The flag was prescribed for use on seas and inland waters as well, although it may have not been used much so.
The Herzeg-Bosnia was merged with the Bosinak state by the Washington Agreement of 18 March 1994 forming the Federation of Bosnia and Herzegovina, altough it was not formally disbanded until the end of 1996. Afterwards the flag was proclaimed the ethnical flag of Croats in Bosnia and Herzegovina. Also, several cantons with Croat majority adopted equal flag for their own cantonal flag. Even if this was ruled illegal by the consitutional courts, they continued to use it.

The flag (1) was used with some variations, most notably with larger symbol and without the circular wreath. HOS was military organization of Croatian Party of Rights (HSP), whose flag (2) was also used (tricolour with shield tierced per bend sinistre chequy red-white, white with golden initials HSP and blue). The (para)military organization was active both in Croatia and Bosnia and Herzegovina at the beginning of the war, but latter was disbanded, some of the units included in the regular army.
