Brcko District

Brcko District of Bosnia and Herzegovina, Brčko Distrikt Bosne i Hercegovine


The District of Brčko was left out of the entity structure of post-Dayton Bosnia and Herzegovina, the status to be resolved by international arbitration at a later point. The annex of the final award of the arbitration determines in article 11: "The District Assembly shall determine all symbols for the District, provided that all such symbols shall be politically and ethnically neutral and subject to final approval by the Supervisor. There shall be no specific flag for the District other than the flag of Bosnia and Herzegovina. The flags of both entities may be flown within the District, but the flag of one entity will not be flown without the other being flown on essentially equal terms." (Brcko Arbitration - Arbitral Tribunal for Dispute over Inter-Entity Boundary in Brcko Area, Final Award: ANNEX, 5 March 1999). The statute was adopted finally in December 1999 defining Brčko as single administrative unit of local self-government existing under the sovereignty of Bosnia and Herzegovina. Article 3. of the Statute prescribes "There shall be no flag and Coat-of-Arms for the District other than the flag and Coat-of-Arms of Bosnia and Herzegovina." The coat of arms used by Serb administration of the community had red-blue-white Serb tricolour made so that it makes the geographical map of Brčko region, where blue is representing the confluence of the river Brka into Sava. The fluvial port function of Brčko is represented by an anchor, combined with the four S's of Serbian coat of arms. After the international administration took over after the Dayton Agreement in 1995 the use of this coat of arms was (to be) stopped.

Brčko used a blue coat of arms depicting the white city administration building over wavy lines and inscripbed city name. Similar design was used prior to 1990's and it is occasionally and unofficially used after 1999, but the exact status of the design is unclear.
