In 1848 the tricolour was first used as a flag. The tricolour is based on the colour of the coat of arms, often the coat of arms was set in the middle in various artistic renditions. This flag remained the Croatian national flag ever since, though it was not infrequently prohibited by various regimes. For example, it was prohibited between 1852 and 1860.
The tricolour was strictly forbidden in 1852, and landesfarben for each of the lands were supposed to be used and prescribed by Imperial decree of 10-SEP-1852 (the decree was valid in Croatia and Slavonia, only, and only the two flag are mentioned in it). Around 1860 the tricolour was again introduced.

The flag of this design was mass produced (manufactured by printing on textile) in Zagreb around 1894. (a sample is preserved in HPM). The flag is more detailed prescribed on 19 June 1876, and by the Croatian-Hungarian Agreement (of 1869) and an edict of 16 September 1876, the crown above the shield should be the St. Stephen's Crown. The edict of 20 December 1899 determines inverted order of the Croatian and Dalmatian coats of arms in regard to 1876 prescriptions (i.e. it prescribed that the word "left" and "right" in 1876 prescriptions should be understood in heraldic manner). The 1914 edict reaffirms the previous decisions.

The Uprising in Rakovica 8th October to 11 October 1871 lead by Eugen Kvaternik (1825 - 1871) is the first attempt of forming of a modern national state of Croats. Even if unsuccessful, it had a great influence to the latter history. Reconstruction of the flag based on contemporary seals and descriptions, it is dubious if such flag was ever made.

The State was formed by the South-Slavic lands of the disintegrating Austria-Hungary - Slovenia, Croatia and Bosnia and Herzegovina. The national assembly in Zagreb adopted the national flag, however, it was in less then a month integrated with Kingdom of Serbia that already united Montenegro, to form what eventually was known as Yugoslavia.

When the multiparty system was re-established in Croatia and after the first elections the socialist attribute was removed from the name of the Republic, and also by constitutional changes on 26 June 1990 the five-pointed star was dropped and replaced with "the historical Croatian chequy shield". This was not further elaborated until 21 December 1990 when the current flag layout was adopted, and in between the simplest version was used.
