Since 1993 the Croatian legislation allows the units of local self-government (counties, cities and communities) to have their coat of arms and flag, however these may be legally used only after they are approved by a central state authority. The a flag of a county should be of a two colours field with the coat of arms in the centre or offset towards hoist. The coat of arms must follow also a set of rules to be approved. Some cities and communities use unapproved designs nevertheless. See more on the approval dates. Prior to 1993 the coats of arms and flag were not regulated by state legislation.
The official bazon (heraldic descripton) of the coats of arms and descriptions of the flags are according to the approval text of the central state authority, other description according to other county documents.

Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The goat was a symbol of Istria even in ancient Roman times, and the traditional coat of arms of Istria as a margraviate of the Habsburg crown is Azure, on triple Mount Vert a Goat passant Or attired and hoofed Gules. Vondraček-Mesar concludes that it has not been used as a coat of arms prior to the 17th century. The modern County had long pondering on adoption of the new coat of arms in each small element thus having a particular deep meaning. Finally the design made by Austrian heraldrist K. Lind from 1885 was adopted: Azure a (He-)Goat or horned and hoofed Gules. The flag is horizontal bicolour of blue over green with the coat of arms in the centre.

Descriptions of arms: Opis grba: 1. štit - sanitetski oblik. 2. heraldički simbol - koza, zlatna s crvenim rogovima i papcima, u prolazu na desno, s glavom blago okrenuto promatraču, na vrhovima tri zelena brežuljka, na plavoj podlozi. 3. kruna - zlatni obruč ukrašen dragim kamenjem sa glatkim obrubima na rubovima, obuhvaća dvije grančice, jednu maslinovu i jednu hrastovu, koje izlaze iz krune, i ukrašene padaju preko ruba. (Čl. 6, Odluka 1994.)
Opis grba Istarske županije: Kao osnova grba uzet je štit sunitskog oblika. Glavni motiv u štitu je koza, zlatna s plameno crvenim rogovima i papcima, koji su rogovi šiljati i blago savijeni pri vrhovima, u prolazu u lijevo, s glavom blago okrenutom promatraču koja stoji na tri srebrna brežuljka, na tamno plavoj pozadini. Vime koze je naglašeno. Štit nadsvođuje kruna sačinjena od zlatnog obruča ukrašenog dragim kamenjem, unutar koje se križaju dvije grane maslinova i hrastova i padaju preko rubova krune. Descriptions of flag: Opis zastave i stijega: Na zastavi [i] stijegu Županije Istarske stoji grb Županije Istarske na plavoj pozadini, sa pozlaćenim ru[b]om koji odvaja grb od pozadine zastave odnosno stijega. Na stijegu, iznad grba, s lijeve strane piše Županija Istarska, a s desne strane Regione Istriana. Na stijegu grb stoji vertikalno a na zastavi horizontalno. (Čl. 11, Odluka, 1994.)
Opis zastave i stijega Istarske županije: Na zastavi i stijegu Istarske županije stoji grb Istarske županije na poju plave boje, s pozlaćenim rubom koji odvaja grb od pozadine zastave odnosno stijega. The originally adopted design had the crown with oak and olive branches above the shield. The vertical ceremonial version included the inscription with county name in Croatian and Italian languages. In the proces of negotiations between the County and the Ministry several sucessive designs were adopted and published, but none was actually used.
