Since 1993 the Croatian legislation allows the units of local self-government (counties, cities and communities) to have their coat of arms and flag, however these may be legally used only after they are approved by a central state authority. The a flag of a county should be of a two colours field with the coat of arms in the centre or offset towards hoist. The coat of arms must follow also a set of rules to be approved. Some cities and communities use unapproved designs nevertheless. See more on the approval dates. Prior to 1993 the coats of arms and flag were not regulated by state legislation.
The official bazon (heraldic descripton) of the coats of arms and descriptions of the flags are according to the approval text of the central state authority, other description according to other county documents.


Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

Approved flag description: Zastava omjera 1:2 plave boje s dvije bijele vodoravne pruge uz rubove sa žuto obrubljenim grbom županije u sredini.
Description of arms: Grb Županije čini štit trokutastog oblika čije polje je crvene boje (boje šibensko-drniške kape). Unutar štita je stilizirana kraljevska kruna iz doba hrvatskih narodnih vladara, koja je žute (zlatne) boje, a ukrasi plave i starohrvatski mač okrenut prema gore, čije drško je žute (zlatne) boje, a oštrica bijele (srebrne) boje. Description of flag: Zastava Županije modre je boje (boje mora), pri čijim rubovima teku dvije uzdužne bijele (srebrne) trake, a izrađuje se u omjeru širine i dužine 1:2. U sredini zastave se nalazi grb Županije. Modra boja simbolizira more, a bijele (srebrne) trake rijeku Krku. Počasna zastava Županije je modre boje, postavljena okomito, a u sredini koje se nalazi grb Županije obrubljen žutom bojom. Iznad grba se nalazi natpis “ŠIBENSKO-KNINSKA ŽUPANIJA”, a ispod grba postavljena su okomito tri jednaka detalja sa šibensko-drniške kape koji se u donjem dijelu unose u tri odvojena produžetka zastave, čiji srednji dio je izduženiji. The coat of arms of Šibensko-kninska is Gules a Crown Or superimposed over a Sword erect Argent hilted and pommed of the second. The hinterland of Šibenik coastal area, the region around Knin was the core of medieval Croatian kingdom, that is indicated in the coat of arms with the crown of that period. The sword is symbol of determination for defence. The flag is blue with white stripes along top and bottom edge and the golden outlined coat of arms in the centre. The ceremonial flag is a blue gonfalon with the coat of arms bordered yellow in the middle. Above the coat of arms it is inscribed name of the County and below the coat of arms there are set three ornaments from the Šibenik-Drniš headgear (black spiralled curves) that reaches within the three flag tails at the bottom. The middle tail is longer and all are fringed at the bottom. The symbolic of colours is described: red for the traditional red headgear of Šibenik and Drniš region, the etnographic symbol that occured in the 19th century during the National Revival movement in Dalmatia, the crown is of the type used by the Croatian national rulers in the time of Krešimir and Zvonimir. The blue stands for the sea and the stripes for the river Krka.
The table flag is a combination of the official and ceremonial flag: slight blue vertical with three rectangular tailes, white stripes along the edges, the coat of arms topped with the golden county name.

Larger part of the County of Šibenik and Knin was until 1997 included in the County of Zadar and Knin, as it was part of District (Kotar) of Knin. The area was liberated in 1995, and in 1997 more natural borders of the counties were made.

The coat of arms adopted in 1997 differed from the current one in some artistic details but most notably that the sword was pointing downwards. The flag field was described simply as blue, but it seems that the dark blue was used (to be confirmed). The Ministry did not approve this design and was changed in 1999.

Description of arms: Grb Županije šibenske čini trokutasti (srcoliki) štit u kojem je sadržana kraljevska kruna iz doba hrvatskih narodnih vladara i starohrvatski mač koji zajedno simboliziraju povijesnu opstojnost hrvatske države baš na ovom prostoru. Kruna je žute (zlatne) boje koja simbolizira veličinu Hrvatskog kraljevstva u doba Krešimira i Zvonimira, a polje unutar štita je crvene boje, boje šibensko-drniške kape, kao etnografskog simbola nastalog u prošlom stoljeću za vrijeme Narodnog pokreta u Dalmaciji. Oštrica mača je bijele (srebrne) boje, a drška žute (zlatne) boje. (§ 2, Zaključak, 1996.)

The County of Šibenik did not adopt any coat of arms or flag, however it began with the adoption process and determined preffered design that was sent to the Ministry of Administration for approval. In the mean time the reorganization of the state subdivisions changed the name of the County and its territory, so the design was adopted with changed inscriptions in 1997. This flags were probably never produced.
