The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In the administrative reform of 1997 several new communities were formed split off from older communities, while at the same time the communities of Vojnić and Lasinja were added to Karlovac County, respectively from Sisak and Moslavina County. In 2003 the community of Kamanje was formed from part of the community of Žakanje. In 2006 the community of Skakavac was included into the city of Karlovac.


Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms was granted by King Joseph II on 8th October 1781. It consists of an oval shield divided per fess, the upper part per pale. The first is chequy Gules and Argent (Croatia), the second Gules, two anchors Argent in saltire, and the third contains a landscape showing the fortified city of Karlovac on a green hill between two silver conjoining rivers Kupa and Korana, in the chief are the Sun in splendour Or and the Moon increscent Argent. In escutcheon Or the cipher of Joseph II Sable. The coat of arms is crowned Or, and supported by two mermaids proper.
The flag is first adopted in 1994; it is cyan (bluish-green) with the coat of arms in the middle. The cyan is traditional colour of Karlovac, officialised also in 1994.

The coat of arms of Duga Resa is Vert six bars wavy Argent. The flag is green with the coat of arms bordered yellow in the middle. The coat of arms depict the abundance of vigorous rivers surrounding the city.

The coat of arms is per fess wavy Azure and Vert, in chief a Curl Sable, in base chequy Gules and Argent. The curl might be canting to go with the city name that can be translated as a "long fringe", but in any case, it is symbolic for the cotton industry developed in the city. The coat of arms seems to be used sporadic, and the status is unknown, no flag was reported to match it.

The coat of arms is Gules, a two Bars-Gemels Argent, in chief a Mullet of Six Or and in base a Latin Cross of the same. The mullet is called in the official description the Frankopan star, showing that it originates from the family coat of arms of the Frakopans, once rulers of the city.
The flag is red with the coat of arms set in the middle bordered with yellow outline. The ceremonial flag is also red with the coat of arms set between two silver towers, above is skyline of the Klek Mountain with its characteristic shape, all in a wreath of an oak and a lime branch, and with inscribed name of the city below. The description of the ceremnoial flag is different in the official gazette (positioning the charges in the canton) and some table flags were made with the towers being golden.

The coat of arms of Ozalj is gules a tower or and in the cheif dexter a key argent in pale wards down to dexter and in the chief sinister a sickle also argent in pale blade to sinister. The flag is yellow with the coat of arms in the middle. The ceremonial flag is a yellow gonfalon with the coat of arms in the middle, green inscription of the city name above and green vine ornaments with light yellow bunches of grapes in the three rectangular tails.

Until 1997 Ozalj had status of a community.

The coat of arms is Gules, a Semi Lion rampant Or langued and armed of the field holding a sword Argent hilted and pommel of the second, issuant from a Water-mill Wheel of the third. The ceremonial version of the coat of arms is bordered Or, and set between an oak and a lime branches Or both fructed, and below all a ribbon of the same, background Gules, bearing the name of the city Sable.
Water mills are characteristic item on many waterfalls on the four rivers on which Slunj is lying: Slunjčica, Korana, Mrežnica and Glina. The flag is blue with the shield of arms set in the middle. There exists also a ceremonial flag, a blue gonfalon with the coat of arms in the centre, the name of the city above and linden and oak branches below it, with three tails containing circular oak ornaments.
The original decision on the coat of arms and the flag of 1995 adopted somewhat different symbols, in 1996 the colour of the flag was changed to blue, while in 1997 the current symbols were finally adopted, confirmed by the Ministry of administration and in subsequent Statutes and a new decision of 2006.
