Since 1993 the Croatian legislation allows the units of local self-government (counties, cities and communities) to have their coat of arms and flag, however these may be legally used only after they are approved by a central state authority. The a flag of a city or community should be of a one colour field with the coat of arms in the centre or offset towards hoist. Some exceptions from this rule are tolerated for the cities with traditional flag established before these rules were made. The coat of arms must follow also a set of rules to be approved. Some cities and communities use unapproved designs nevertheless. See more on the approval dates. Prior to 1993 the coats of arms and flag were not regulated by state legislation.
In 1997 the communities of Jesenje, Kumrovec and Novi Golubovec were formed.


Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms of Bedekovčina is per fess, or on a moun azure a mansion argent and or and barry of six argent and azure overall a jar gules. The coat of arms is adopted as a result of a competition held in 1995. It pictures the court - mansion of Bedekovčina (Bedeković-Komorski mansion), and a mug, symbol of long tradition of pottery in the area, which mor ethen a hundred years ago transformed into the bricks and roof-tiles industry. The flag is white with the coat of arms in its centre.

In white shield four wavy bars, two upper red and two lower blue. The red bars represent the roof tiles, i.e. the pottery industry, while the two lower bars and number of waves represent the sever Bedekovčina lakes, artificially made by digging the earth for the tiles. The shield shape is the same as the shield used on the coat of arms of the city Zabok, of which Bedekovčina was part until 1993. The flag is golden representing richness of the area bordered with Croatian tricolour - traditional ornament of region.

This proposal, in several variants based on the same idea, was adopted by the Community council of the community of Bedekovčina on 24th November 1995, as the second awarded on the competition held for the coat of arms and the flag. The first awarded proposal was adopted latter on for the coat of arms and the flag, shown above.

The coat of arms of Budinščina is per fess azure and vert overall two lions rampant combatant tenné holding together a Latin cross argent. The flag is vertical, orange with the coat of arms in the top part.

The community is listed as Budinšćina in the 1992 legislation and Budinščina in the 1997 and later legislation.

The coat of arms useb by Desinić is auzre St. George on a horse argent slayring a dragon vert. It seems that it was not formally adopted, but used nevertheless. The flag in use is pale blue with the coat of arms in the centre.

The coat of arms of Desinić adopted in 1994 was chequy gules and argent, on a mount vert a castle argent. The castle in the coat of arms is representation of Veliki Tabor, a medieval fort situated near the town. The flag was prescribed as a tricolour of red, white and green with the coat of arms in its centre. The design was almost certainly rejected by the Minsitry of Administration, and was thus never official (but at least the coat of arms was recorded in use).

The coat of arms of Đurmanec is azure St. George on a horse argent killing a dragon vert and the chief tierced per fess, gules a birch leaf or, cheuqhy gules and argent and gules a bunch of grapes also or. A ribbon with the name of the community is usually set above the shield. The flag is vertical, light blue with the coat of arms (without the ribbon) in its centre.
A flag reported in use is also vertical, but medium blue with the coat of arms in its centre, larger then prescribed.

The coat of arms is argent on a mound vert a crown - bull's muzzle or inflamed. The simple crown inflamed symbolize the leader of the peasant's uprising of 1573, Matija Gubec. The uprising was the largest in this part of Europe and its centre was in Gornja Stubica by an impressive still standing linden tree. A simple iron crown was used in torture when Gubec was put to death after capturing. The flag is light blue with the coat of arms in the centre. The table flag is vertically hoisted with triangular fly, with the coat of arms in the centre, above it in three arcs the name of the community and below two linden branches, all bordered golden.

The coat of arms used in early 1990's is divided with a bend argent in chief azure St. George argent and in base gules on a mount vert a linden tree proper. The shield is topped with a mural crown with mantle azure and argent in dexter and gules and or in sinister and on a ribbon or below there is the name of the community. The linden tree refers to the peasant's uprising. The flag was not adopted.

The coat of arms of Hraščina is gules a mullet of eight or within a border of the same. The flag is blue with the coat of arms in the centre of it.

The community uses spelling Hraščina, while the state law uses form Hrašćina, the former being the local dialect version which should be official.

The coat of arms of Hraščina adopted in 1995 was quartered gules, vert, vert and sable and overall a mullet of eight or. The flag was sky blue with the coat of arms in its centre.
In 1994 Hraščina adopted a different coat of arms, on which there is no info. It was also set in the centre of a sky blue flag.

The coat of arms is Azure a glass bottle Argent. The bottle is of spherical body and thin cylindrical neck. The glass production in Hum has long tradition, and the laboratory glass is still one of the most important products of the community. The flag is blue with the yellow bordered coat of arms in the centre. The ceremonial flag is a blue gonfalon with three tails ending in triangles, bordered yellow and with golden tassels at each fly end. In the centre of it is the coat of arms, above the name of the community and below two linden branches. The table flag is of the same design, vertcial, ending triangularly with yellow borded along the outer edges.

The coat of arms of Jesenje is vert a dove displayed argent haloed or and in base a cup or from which is poiring water argent. The chalice stands for the patrron, Saint John the Baptist, and the dove for the Holy Ghost. The flag is green with the coat of arms in the centre of it. The ceremonial flag is a green gonfalon ending triagularly and fringed with gold, the coat of arms bordered golden is set in the centre of it, topped with white inscription "Općina Jesenje", and with branches of vine and chestnut trees beneath.

The Community of Jesenje seceeded from the City of Krapina in 1997.

The coat of arms of Konjščina is vert a horse head erased argent pierced with an arrow and voulned gules. The green background represents Zagorje region, the horse (Croatian konj) head cants the name of the community, also present in the family arms of Konszky Counts who owned land on which the town developed. The black arrow represents the struggles agains Ottomans, struggles for freedom and independence. The flag is dark green with the white bordered coat of arms set near the hoist.

The emblem shows the Croatian chequy field and a cross with a divine eye and a dove, as the symbol of the Holy Trinity and green valley with river Sutla. The coat of arms of Krapinske Toplice is vert a wooden vat proper pouring water conjoining the base wavy azure. The flag is blue with the coat of arms bordered yellow in the centre of it. The table flag is a vertical version of it, with the coat of arms topped with three-lined community name.

The coat of arms of Krapinske Toplice adopted in 1994 was in a red bordered silver shield a blue "fountain-heart". The heart shape represent the "Licitar", the gingerbread craft traditional in the region. The fountain represent the healing and the cure. The flag was blue with the coat of arms in the middle. These apparently did not received the Ministry approval, but were used nevertheless.

The coat of arms of Kumrovec is party per bend gules and argent in spades line. The design is frequent in folk art of the region, especially in woodwork, and in Kumrovec is situated an ethological museum in open built around the birth house of Marshal Tito. The flag is dark blue with yellow bordered coat of arms in the middle. The ceremonial flag is a blue gonfalon edged with golden and with two triangular indentations in the fly end with golden fringe along, with the coat of arms in the centre of it, the vine tree and bunches of grapes ornament below it and the name of the community in two arched at the top.

The Community of Kumrovec seceded in 1997 from the Community of Tuhelj.

The coat of arms of Lobor is per chevron reaching the cheif gules and argent and in the last a cross crosslete of the first. The flag is blue with the yellow outlined coat of arms in the middle. The ceremonial flag is dark blue gonfalon bordered yellow and ending with three triangularly finished tails and edged with golden fringe along the bottom containing the golden bordered coat of arms in the middle, above it the name of the community OPĆINA arched and LOBOR in stright line and in the tails ornaments of vine branches, tripple wattle and oak branches.

The coat of arms of Marija Bistrica is azure the Black Madonna with Child both crowned with old Croatian crown proper stantant over a crescent pendent argent. The ancient Black Madonna from 15th century is revered icon of the main Croatian Marian pilgrimage site at Marija Bistrica, connected with numberous miracles. The two crowns, shaped as the old national rulers' crowns, were presented for the statue in 1935 by Zagreb Archbishop Antun Bauer. The flag is yellow with the coat of arms in the middle.

The coat of arms of Mihovljan is azure St. Michael, clead azure, winged argent, holding a raised sword, standing above a church also argent roofed gules on a base vert infront of a raising sun or and in the base two miner's hammers sable in slatire. The flag in use is tricolour of blue over green over black with the coat of arms in the centre of it. The colours symbolise the mining tradition in the community - sky, land and coal. St. Michael is a patron and namesake of the community.

The coat of arms of Novi Golubovec is vert a dove displayed argent an in base two mining hammers sable in saltire. The dove (Croatian golub) is canting the place name and the two hammers remind to the coal mines that brought prosperity to Golubovec, even if they are now closed for over 30 years. The flag is yellow with the coat of arms in the cente. The ceremonial flag is a yellow gonfalon with three rectangular tails containing green oak ornaments, the coat of arms in the centre and the name of the community in green letters above.

The Community of Novi Golubovec seceded in 1997 from the Community of Mihovljan.



Petrovsko

This is based on the previous design artistically rendered in line with the modern Croatian municipal heraldry style. The keys are, of course, referring to St. Peter, the namesake and patron of the community.

The coat of arms pictures the source under a chapel in front of the hills. The source stands for the spas (toplice meaning thermal spa), while the chapel is dedicated to St. Catherine. The coat of arms is in a way canting since the place was named Kapelšćak until 1960's, referring to the chapel, the modern one shown of the coat of arms built in 1814. The flag is light blue with the coat of arms in the middle, reported in use both vertically and horizontally. The prescribed dimensions of the flag are 150×300 cm, with the coat of arms in the middle perpendicular to the length measuring 50×60 cm.

The coat of arms is azure a cross or and in a chief argent a helmet crowned or manteled dexter gules and or and sinister azure and argent. The flag is white with the yellow bordered coat of arms in the middle. The mantled helmet is said to be a detail from the coat of arms of Erdödy, though there surely it has been used above the shield and not in it.
The ceremonial flag is a white trangularly ending gonfalon with golden fringe at the base, the coat of arms in the middle the name of the community in two arches above and ornament below consisting of six stalks of wheat and vine branches.

The coat of arms of Sv. Križ Začretje adopted in 1994 was quartered by a Latin cross or ornamented with the wattle cross, 1. azure a five-pointed crown or over a base countercompony gules and argent, 2. azure a Baroque dome argent, in chief sinister a mullet or and in the base a sabre also argent, 3. azure a plough argent wheeled or on a base vert, 4. azure a sun rayonee or issunat of the hills vert, throughout 3 and 4 an arched viaduct gray top embowed tricoloured gules, argent and azure. The flag was vertical, white with the coat of arms off-set towards the top with blue incription of the community name in an arch beneath it, and with golden fringe along the bottom. The dome represent the dome of the Vranicany (Vranyczany, Vranjican) castle in Sv. Križ. The flag was first prescrbed in 5:8 ratio, and in 1995 changed to 1:2.

The coat of arms of Tuhelj is azure St. Mary's crown or between twelve stars in an annulet and in a chief argent three goutes de larmes. The crown is that from the statue of the Mary, patron of the community, to whom the ring of stars also refers. The water drops symbolise the thermal spa for which Tuhelj is famous. The flag is light blue with the coat of arms in the middle.
The table flag is also light blue, vertical flag ending triangularly with the coat of arms in the middle, the name in two arches aboe and two linden branches below.

The coat of arms used by Tuhelj community showed the obelisk of the monument to the Croatian anthem erected in Zelenjak on the site where the song was, according to the tradition, written. Since the 1997 reorganization the site is no longer in the Tuhelj Community (but in Kumrovec), so the emblem is no longer used.

The coat of arms of Veliko Trgovišće initially adopted was per pale dexter chequy gules and argent and sinister vert overall conjoined a pale and a chief argent. The vertical white pale and the chief together form the shape of the letter T for Trgovišće, but also for Tudjman, the first president of the Republic of Croatia, who was born there. The flag was adopted at the same time as the coat of arms in mid-1990's, a bicolour white over blue with the coat of arms in the centre of the first half of the flag. The initial ratio 8:13 was replaced with a more usual one of 1:2 in 1995. It was rejected by the Ministry of Administration and the use was suspended.

The coat of arms of Zlatar-Bistrica is vert a turkey or standing on a wheel sable issuant from a bar wavy argent. The region has traditional production of turkeys, the wheel represents its importance as crossroads and the wavy line represents the Krapina river. Sometimes the arms is shown with the wheel having only four spokes, but that seems to be an errorneaous early representation that is being slowly phased out. The flag is light blue with a yellow bordered coat of arms in its centre.

In the 1997 legislation the name of the community was Zlatar-Bistrica, occasionally the two-word version is used Zlatar Bistrica, however, the former is gramatically correct.
