Primorsko-goranska županija


Since 1993 the Croatian legislation allows the units of local self-government (counties, cities and communities) to have their coat of arms and flag, however these may be legally used only after they are approved by a central state authority. The a flag of a county should be of a two colours field with the coat of arms in the centre or offset towards hoist. The coat of arms must follow also a set of rules to be approved. Some cities and communities use unapproved designs nevertheless. See more on the approval dates. Prior to 1993 the coats of arms and flag were not regulated by state legislation.
The official bazon (heraldic descripton) of the coats of arms and descriptions of the flags are according to the approval text of the central state authority, other description according to other county documents.


Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

Approved blazon of arms: U vodoravno razdijeljenome, a gore raskoljenome štitu u gornjem desnom polju crveno srebrno/bijelo šahirano polje (4×5); u gornjem lijevome plavom polju srebrni/bijeli grad pred zelenim gorama koje nadvisuje prekrižena zlatna/žuta sablja i srebrni/bijeli buzdovan. U donjem plavom polju trojarbolni jedrenjak između litica s[a] šestokrakom zlatnom/žutom zvijezdom u desnom gornjem uglu.
Approved flag description: Zastava omjera 1:2 plave boje s dvije uske plavo-bijele trake uz rubove i grbom Županije u sredini.
Description of arms: Grb Županije je na njemačkom štitu, razdijeljen i gore raskoljen tj. ima gore dva manja polja, a u donjoj polovici jedno veće. U prvom polju (lijevom gornjem) je dvadeset naizmjeničnih crvenih i srebrnih (bijelih) kvadrata, raspoređenih tako, da je prvi u lijevom gornjem kutu crven. U drugom polju (desnom gornjem), srebrn (bijel) utvrđeni primorski gradić pred zelenim gorama sniježnih vrhova i plavim nebom, nadvišen nadolje ukrštenim zlatnom sabljom i srebrnim topuzom. U trećem (donjem) polju, na plavom, tamnosmeđ jedrenjak podignutih bijelih jedara s hrvatskom trobojnicom na krmenom jarbolu, praćen s lijeva i nadvišen zlatnom Frankopanskom šestokrakom zvijezdom, sve među liticama prirodne boje u bokovima štita. Description of flag: Zastava Županije je dvobojna sa županijskim grbom u sredini, tako da se središnja točka grba poklapa sa središnjom točkom u kojoj se sjeku dijagonale zastave. Na plavom polju zastave, s gornje i donje strane, na udaljenosti od 1/16 širine same zastave, nalazi se po jedna bijela traka (pruga), široka također 1/16 širine zastave. The coat of arms is in shield of so called German shape, divided per fess and upper part per pale: 1. chequy Gules and Argent; 2. Azure, a coastal fortified City Argent with buildings roofed Gules surrounded with Mountains Vert topped with Snow and in chief a Sabre Or and a spiked Mace Argent in saltire; 3. Azure, a Sail Boat proper with white sails and Croatian triband pennant at mizzen-masthead, in chief dexter a Frankopan Star (Mullet) Or all between Cliffs proper. The coat of arms is the same as those used by the Rijeka County between 1786 and 1886, that is in turn based on the coat of arms of Severin County. The flag is light blue with a thin white stripe near both horizontal edges (width of the stripe 1/16 of flag hoist, as it is the offset from the edge). In the middle there is the County coat of arms.

Description of arms: Grb Županije je oblika njemačkog štita, podijeljen na tri polja: dva manja gore i jedno veće u donjoj polovici. Lijevo gornje polje je podijeljeno vodoravno i okomito u dvadeset crvenih i bijelih (srebrnih) polja tako da je prvo polje u lijevom gornjem kutu crvene boje. U desnom gornjem polju je prikaz utvrđena primorskog gradića (kaštela), s obrisom goranskog zaleđa u pozadini, nadvišen prekriženom sabljom i topuzom. U donjem polju je morska pučina s jedrenjakom okrenutim ulijevo, bijelih podignutih jedara, s hrvatskom trobojnicom na krmi. Ispod jedrenjaka, u dnu polja, je zlatna frankopanska šesterokraka zvijezda. U bokovima štita su obrisi litice. Grb je obrubljen sivom i srebrnom crtom. (Čl. 6, Statut, 1994.)
Description of flag: Zastava Županije je svijetloplave boje sa županijskim grbom u sredini, na bijelom polju okužen tamnomodrim kružnim vijencem s natpisom: ŽUPANIJA PRIMORSKO-GORANSKA. Središnja točka grba poklapa se sa središnjom točkom u kojoj se sijeku dijagonale zastave. Omjer širine i dužine zastave je 1:2. (Čl. 7, Statut, 1994.)

The originally adopted design for the County symbols was described in the 1994 Statutes. These were official until the adoption of the new symbols in 1995, although it is not confirmed that they were ever used. The 1994 coat of arms was different from the current (and historical one) by possitioning of the star in the base of the third field and other details of artistic redention.
The 1994 adopted flag was light blue with a circular white panel bordered dark blue including name of the County and with the coat of arms in its centre. Also, the County considered retaining the red white cheques fringe as in the historical flag of 1865. The current flag with the yellow triple wattle stripes instead of white ones was also a considered proposal in June 1995.
