The FAME is a site devoted to the systematic and scientific study of flags and coats of arms. Such symbols often bear strong political and other messages. Inclusion of those symbols here does not mean that the author supports or approves of the ideas they may stand for. |

The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Some exceptions from this rule are tolerated for the cities with traditional flag established before these rules were made, while some cities choose to ignore the regulations and use a flag of their liking. It may be that in time the latter exceptions would be replaced.
In 1993, with the new administrative division (re)introducing the county system the kotars were introduced as intermediate level of local self-governing in areas with dense Serb population, as a means to granting them wider self-government. However, due to the aggression and occupation the kotars never lived up, and were dismembered in 1997 reform. In the Zadar and Knin County there was Kotar Knin established, with seat in the same named town, consisting of communities of: Benkovac, Civljane, Donji Lapac, Ervenik, Gračac, Jasenice, Kijevo, Kistanje, Knin, Kruševo, Lisičić, Lišane ostrovičke, Lovinac, Nadvoda, Obrovac, Orlić, Polača, Smilčić, Smoljanac, Stankovci, Titova Korenica and Udbina. In the 1997 reform some of those are included in neighbouring communities and some are promoted to city status. In any case, the Kotar and its communities never functioned, and certainly did not have the symbols.
Except those, in 1997 the community of Nin was given a city status, as well as the community of Pag that was taken from Lika and Senj County. The community of Kolan was formed in 2003, seceeding from Pag, and the community of Vrsi in 2006 seceeding from Nin.

The coat of arms of Bibinje is azure a staff or with a bag argent ensigned with escallop also or between a sabre argent handled or and a cross also or. The staff, bag and the shell are attributes of St. Roch, patron of Bibinje. The cross is called in the adoption documents the Glagolitic cross, refering to the Christian service lead in Croatian language, written in Glagolitic script in 9th and 10th century in the region. The sabre is a reference to Don Stipan Sorić, 17th century leader of the firght against the Ottomans during the Cretan (Candian) War.
The flag is light blue with the coat of arms bordered yellow in the middle. The ceremonial flag is a light blue gonfalon bordered golden with the coat of arms in the middle, the name of the community above in two arches and branches of fig and olive beneath. The coat of arms of Gračac is: sable a bear passant or holding in its jaws a fish argent and in the chief stalactites also argent. The flag is green with the golden bordered coat of arms in the middle. The cave ornaments refer to the Cerovac caves nearby Gračac, the largest cave system in Croatia. The 2004 decision slightly reworded the description of the coat of arms and the flag from the previous decision, conforming it with heraldic blazon, but without changing the design. The ceremonial flag is not mentioned in the decisions, it is green gonfalon ending triangulary with golden fringe, the coat of arms in the middle bordered yellow, above it name of the community in two arches and below it two oak branches.

The coat of arms of Jasenice is azure Vila Velebita holding in her right hand a degenia flower. Vila Velebita (the Fay of Velebit) is a mythical patron of Velebit mountain range and in this coat of arms she is holding a Velebit endemic flower also found in the coat of arms of the Lika and Senj County. The flag described in official documents is actually a ceremonial flag: blue with the golden bordered coat of arms in the middle and golden inscription of the community name above it. It is not mentioned that beside the incription it includes also ornaments of degenia flowers and that it has four square tails. The flag without any elements around the coat of arms should be the one approved, but is not confirmed in practice.

The coat of arms is azure a fish nainaint argent and in base a fihsing net also argent thoughout. The flag is light blue with the coat of arms bordered yellow in the middle. The ceremonial flag is unexpectedly red gonfalon with three tails ending triangularly, bordered yellow and with golden fringe along the bottom, with the coat of arms in the middle, arched name of the community in two lines above and golden olive branches below.

The coat of arms of Kolan is azure a sheep passant argent on a mount of the same. The flag is red with the yellow bordered coat of arms in the middle. The ceremonial flag is a red golfanon with three triangularly ending tails with yellow fringe, the coat of arms in the middle, the yellow inscription of the name of the community above and an olive and a vine branches below.
The community was formed in 2003 by secession from the city of Pag.

The coat of arms of Kukljica is azure a 'snowflake' cross argent above a boat or. These symbolically represent the local feast of Mary ad Nives (Our Lady of Snow, Gospa Snježna - 5th August) that is celebrated uninterrupted almost 500 years. In the main procession the sculpture of the Lady is transferred from local church to the chapel by boats. The design of this modern coat of arms is example of excellent heraldrification of local characteristic into the language of the symbols.
The flag is blue with yellow bordered coat of arms in the middle. The ceremonial flag is probably used, but is not confirmed. In it the coat of arms would be surrounded with vine and olive branches and topped with the name of the community in yellow letters.
The community was formed in 1997 by secession from the community of Kali.

The coat of arms of Lišane is argent three swords of the same hilted or erect inflamed in a conjoined flame gules issuant from the base. The flag is dark blue with the coat of arms bordered yellow in the middle.

The coat of arms of Novigrad (Zadarski) is or a cross azure. The stone carved coats of arms are preserved but the colours were first introduced in the book "Grbovi Jugoslavije", since when these colours are said to be traditional. The flag is light blue with the coat of arms in the middle. The symbols were never formally adopted by the community nor submitted to the approval by the Ministry of Administration, but are in use nevertheless.
The community is known as Novigrad Zadarski or Novigrad Dalmatinski to differentiate from the places of the same name in Istria and Podravina.

The coat of arms of Pašman is azure a five-pointed gaffe spear or. The gaffe spear reminds on the importance of traditional fishing for this island community. The flag is light blue with the golden bordered coat of arms in the middle. The ceremonial flag is light blue with three rectangular tails, the middle on longer then the other two, golden fringed at the bottom with the coat of arms in the middle, golden name of the community above and ornaments of oak, olive and vine branches in the tails.

The coat of arms is golden with blue fortification with entrance tower at the top of a hill. The flag is blue with the coat of arms in the middle. It seems that a simplified version of the coat of arms is used in the flags, too (without masonry and other details). The ceremonial vertical flag was also reported, blue with three tails, coat of arms and golden ornaments and inscription.

The coat of arms of Poličnik is gules three beznats on a closed book on a tray all argent. The attributes refer to the patron saints of Poličnik: St. John the Baptist - the tey, St. Luke - the book and St. Nicolas - the three balls. The flag is dark blue with the coat of arms bordered yellow in the middle.
The ceremonial flag is a drak blue gonfalon with the trangular fly end with golden fringe and the yellow bordered coat of arms in the centre of it, above it yellow name of the community in an arch and a line and below brancnes of an olive and a vine tree.

The coat of arms of Posedarje is azure a goose argent crowned and gorged with a medalion pendant or beaked gules issuant from a crown also or gemmed gules. The flag is dark blue with the yellow bordered coat of arms in the middle.
The community statutes does not include the description of the symbols, however, a dark blue coat of arms with a white charge is used, possibly a vessel with a handle. It is set bordered yellow in the centre of a light blue flag.
The community was formed in 1997 by secession from the City of Pag.

The coat of arms of Privlaka is azure a seahorse argent. A seahorse or hippocampus is a symbol of marine possition of Privlaka. The flag is yellow with the coat of arms in the middle.
The community of Privlaka was seceeded from the city of Nin in 1997. The name of the community is often attributed Privlaka kod Nina for differenciation of Privlaka kod Otoka.

The coat of arms of Ražanac is azure a tower argent massoned and embatteled surrounded with eight bees or, three-two-three. Ražanac was fortified in 1507, and altough mostly destoyed by the Turks in 1570. During the Cretan (Candian) War in 1645, when the men went to defend other cities, the town was attached defended by women only against overwhelmingly stronger enemy. The defence was lead by a very old woman Nidićka, who won the day by throwing the beehives into the flaing houses beneath the city walls - the bees attacking the Turks and their horses. The coat of arms was inspired by the legend of Nidićka. The tower stands for Ražanac itself and the eight bees for the other eight settlements in the community. The flag is light blue with the coat of arms in the middle. There is also a ceremonial flag, details unknown.

The emblem that is ascribed to Sali is a logo displaying in a shield shape a fishing boat on two wavy line, in base two fishes swimming away from each other and an eight pointed star in the top sinister, as well as inscription SALI in the Glagolitic (Old Croatian) script. The status of this emblem is unclear. The community documents do not mention any symbols adopted.

The coat of arms of Stankovci is azure a book or behind a faether fesswise argent. The flag is dark blue with the yellow bordered coat of arms in the middle.

The coat of arms of Starigrad is azure between rocks argent a two-handeled vessel also argent. The rocky gorge in the coat of arms depicts the Paklenica canyon for which the community is famous and the vessel represents the old Roman glass jar - as found in remians of Roman settlement Vegium just outside the modern town. While the Statutes clearly mention two handles on the jar, the official drawings include no handles at all. The flag is blue with the coat of arms bordered yellow in the middle.

The coat of arms of Sukošan is azure a hand issuant from sinister clad or holding a feather argent in bend sinister and in canton an anchor also or. The hand holding a feather is attribute of St. Cassian of Imola, the patron and namesake of the community. The anchor refers to the name of the bay Zlatna Luka (Italian Porto d'Oro - Golden Harbour), today being the largest marina on Croatian coast. The flag is yellow with the coat of arms in the middle. The ceremonial flag is a yellow gonfalon with three tails ending with fringes, the coat of arms in the centre of it, the name of the community in arches above and branches of vine and olive tree below.

The coat of arms of Sv. Filip i Jakov is azure a bar gemel or and overall a crosier argent in pale. The two bars refer to the two patron saints of the community. In the ceremonial version it is ornamented with an olive and a vine branch. The flag is light blue with the coat of arms bordered yellow in the middle.

The coat of arms of Škabrnje is azure a winged bull sejant argent nimbed and holding an open book beneath the front legs or. The winged bull is an ancient badge of St. Luke Evangelist, who is patron of Škabrnje and to whom is devoted a 13th century church preserved there. The flag is red with the coat of arms bordered golden in the middle. The table flag, bordered golden, includes also the name of the community in two arches above and the vine and olive branches below.
Some sources, including some official ones, the name of the community is in its plural form Škabrnje, but this is erroneous.

The coat of arms of Tkon is azure a raven sable beaked and membered or stantant on a scallop argent. The flag is blue with yellow bordered coat of arms in he middle.
The table flag, matching probably the ceremonial flag, is blue with the coat of arms in the middle, the name of the community above it in two arches and below the arms there is the Glagolitic inscription 'KON' – the name of the place as it appears in ancient manuscripts produced and still preserved there.
