The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Some exceptions from this rule are tolerated for the cities with traditional flag established before these rules were made, while some cities choose to ignore the regulations and use a flag of their liking. It may be that in time the latter exceptions would be replaced.
Until 1995 Jastrebarsko, Sveti Ivan Zelina and Vrbovec had community status, while Velika Gorica and Zaprešić were parts of the City of Zagreb. Dugo Selo had a community status until 1997. Ivanić Grad (so spelled) was part of Sisak and Moslavina County until 1997, earlier with a community status. Since 1997 the city of Zagreb has again a special status equal to a county. In 2006 Sveta Nedelja was granted city status, as well.


Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The community of Bedenica adopted the coat of arms so: azure a daffodil proper issuant from the base with two leaves vert and in chief dexter a mullet or and in chief sinister a crescent argent. A daffodil or narcisus is chosen as namesake of the community, although it is otherwise known in Croatian as sunovrat or narcis, bedenica is local name for it (in norther Croatia and, by the way, also in Slovenia), this particular being bijeli narcis (Narcisus poeticus). It is a symbol of death and is planted on the graves, and again appropriate as Bedenica parish is dedicated to All Saints. But it is also a symbol of new life and fertility as well as of dreams. The star and crescent add to the symbolic of All Saints, depicting the firmaments where they reside, but also these are elements included in numerous Croatian state, civic, eclesiastic and family arms since the begining of the heraldic era.
The flag is yellow with the coat of arms in the middle.

Bedenica seceeded from the City of Sveti Ivan Zelina in 1995.


Bedenica, proposal 2006

The community announced the proposal of the coat of arms they were considering: azure on a mount vert a fortified church with a belfry argent roofed gules and in sinister a bridge argent under which is flowing in bendwise sinister wavy over the mount a creek azure. The church shown is the Church of All Saints originating from 13th century, heavily fortified in 18th century. The creek is named also Bedenica. This was not received well, and probably the state comission had rejected it also. A new proposal was published in 2007 soon afterwards to be formally adopted.



Bistra

The coat of arms of Bistra is argent a book bound gules and gilded and clasped or ensigned with three apples of the last and in base six goutes des larmes, three, two and one. The book refers to the school tradition older then 150 years in Bistra. The apples are attributes of St. Nicolas, the patron o fthe community. The six blue drops are for the six settlements in the community, but also cant the name of the community that alludes to crystal-clear sources. The flag is blue with the yellow bordered coat of arms in the middle. The ceremonial flag is a blue vertical gonfalon ending triangularly with golden fringe. Above the coat of arms is the name of the community and below are branches of oak and linden.

Bistra was part of city of Zagreb until 1995, when it gained status of a community.



Brckovljani

In May 2002 the community formed a commission to determine a proposal for the coat of arms and the flag of Brckovljani. In May 2004 the new coat of arms and the flag are adopted. The coat of arms is divided per bend or and vert, overall a Maltese cross argent and over it a cup or, in chief sinister a wheat stalk and in base dexter a bunch of grapes both also or. The bunch of grapes and the wheat both have 13 elements for the 13 villages composting the community. The Maltese cross reminds on the Order of St. John that had a monastery in Brckovljani, and the cup stand for the vine industry developed there. The flag is red with the coat of arms in the middle and the name of the community below.



Brdovec

The coat of arms shows St. Vitus. The flag is blue with the yellow bordered coat of arms in the middle.



Dubrava

The coat of arms of Dubrava is auzre a deer salient proper over a base vert. The flag is green with the coat of arms in the middle.
The coat of arms appear already on a seal of 1636, when the community was a marketplace under the jurisdiction of the Zagreb bishops. Coloured version appear in Laszowski's "Grbovi Jugoslavije".

The community of Dubrava near Vrbovec should not be confuzed with the former community of Dubrava, part of the city of Zagreb.



Dubravica

The coat of arms is Argent a sundew plant vert with two thorny traps and with two flowers and two buds both of the first. Sundew (Croatian Rosika, Latin Drosera rotundifolia) is a protected endemic insectivorous plant growing abundantly in the community. The flag is blue with the coat of arms bordered golden. The ceremonial flag is a blue golfalon with three rectangular tails containing oak ornaments; the coat of arms is in the middle and the name of the community above in two arches. The oak ornaments refer to the community name meaning a small oak groove.

The area of Dubravica was prescribed in 1992 to be part of the community of Hruševec Kupljenski that was never constituted and in 1995 the community of Dubravica was established instead.



Farkaševac

The coat of arms of Farkaševac is Or on a stump with a sapling proper a wolf maroon salient. The flag is green with the coat of arms in the middle bordered white. The 2009 Statutes ommits the mention of the white outline around the coat of arms in the flag.



Gradec

The coat of arms of Gradec is vert a bishop's mithre argent and in chief two irises or. The flag is green with the coat of arms outlined golden yellow in the centre of it. The ceremonial flag is a green gonfalon ending triangularly with golden fringe with the the coat of arms in the centre, the name of the community in two lines above and branches of oak and vine tree below.

The community of Gradec near Vrbovec should not be confuzed with the former community of Gradec (also known as Grič), from which the modern city of Zagreb developed.



Jakovlje

The coat of arms of Jakovlje is azure a tamburica argent in bend between three crowns or in cheif and an apple or in the base. Tamburica is a traditional folk instrument in the region. The flag is blue with the coat of arms bordered yellow in the middle. The ceremonial flag is a blue gonfalon ending trangularly with golden fringe with the coat of arms in the middle bordered yellow, above it inscribed name of the community and below two oak branches.



Klinča Sela

The coat of arms of Klinča Sela is azure three piles argent. The piles or wedges (Croatian klin) are canting. The flag is light blue with the coat of arms bordered white in the middle.

In the law on the administrative subdivision of 1992 the name was spelt Klinča sela, while the 1995 law has it as Klinča Sela.



Kloštar Ivanić

The community uses a quasi-heraldic monstruosity that inlcude the depictions of the church, the belfry, a mill, an open book, a Asclepius' staff, mais ears and vine bunches.

Until 1997 Kloštar Ivanić was part of Sisak and Moslavina County.



Krašić

The coat of arms of Krašić is azure from a hill vert a tree issuant and on it sitting a dove argent. This coat of arms appears on the seals of the noble community of Krašići since 1676, the modern design is largely based on the redention from Laszowski's album.

The community of Krašić was established first in 1993 under the name Žumberak (with the seat of administration in Krašić), but it was soon renamed to Krašić.



Križ

The coat of arms of Križ shows landscape of a fields with Moslavina mountain in horizon. In the middle is the bell tower of the church of St. Cross and oak leaf. Whole coat of arms is bordered with a wattle.

The community of Križ was until 1997 part of the Sisak and Moslavina County.



Luka

The coat of arms is azure a pilgrim's staff or with a water bowl of the same tied to with a string argent and a bag of the last ensigned with an escallop of the second. These are the symbols of St. Roch (Sv. Rok), patron of the community. The shell of this form is found in archaeological localities there. The flag is yellow with the coat of arms in the middle. The ceremonial flag is, atypically of a different colour then the flag - it is blue with the coat of arms in the middle, the name of the community in two arches above and an oak and a linden branch below. The gonfalon ends triangularly with golden fringe.

The community of Luka was established from parts of the disassembled community of Hruševec Kupljenski and parts of the community of Veliko Trgovišće from the Krapina and Zagorje County in 1995.



Marija Gorica

The coat of arms is azure a running paleo-elephant argent. The remains of the ancient elephant spices was found in the community. The flag is blue with a golden bordered coat of arms.

Marija Gorica Community is formed by the parts of the disbanded Community of Hruševec Kupljenski in 1995.



Orle

The coat of arms is horizontally divided. The chief part is light blue, a horse head issuant Argent followed with a mullet and crescent Or in each canton. The base is Vert, per chevron Or, per chevron Azure, a water-lily proper. The flag is dark blue with the coat of arms off-set to hoist.

Orle was part of city of Zagreb until 1995, when it gained status of a community.



Pisarovina

The coat of arms of Pisarovina is vert a fountain massoned argent and in base a catfish or. The flag is green with the coat of arms bordered yellow in the middle.



Pokupsko

The coat of arms of Pokupsko is azure a church argent roofed gules behind the walls with two corner towers also argent roofed gules each topped with a white flag, in cheif a mullet and a crescent or and in base a barrulet wavy argent. The church shown is dedicated to the Ascension of the Blessed Virgin Mary, formerly being known as the Church of St. Ladislas in Pokupsko. It may be that this is based on some previous seal of the community. The wavy line represents the Kupa River. The flag is blue with the coat of arms in the middle bordered yellow.

Pokupsko was part of the city of Zagreb until 1995.



Pušća

The coat of arms of Pušća is azure St. Florian clad as Roman warrior proper pouring water from a vase in his dexter on a burning house and holding in his sinister a red flag. The flag is red with the coat of arms bordered yellow in the middle.



Rakovec

The coat of arms of Rakovec is quartered gules and or, in the first St. Geogre killing the dragon argent and in the forth ruins of a tower also argent. St. George is the patron of the community, the the ruins represent the ruins of the old city of the same name above the modern settlement. The red colour in the shield represent to the martyrdom of St. George, while the golden represent the royal estate of Rakovec. The flag is dark red with the coat of arms in the middle bordered yellow. It is said that this flag should have the staff at the right (sinister-hoisted).
The ceremonial flag is dark red gonfalon ending triangularly with golden fringe, with the coat of arms in the middle, the name of the community in two lines above it and a wreath of oak and wheat ear in the base. The table flag is of the same design but without the rectangular indentations along the top edge.
The symbols are yet to be confirmed by the central authorities.



Stupnik

The coat of arms is canting - stup meaning a collumn, while the five stars are attributes of St. John Nepomuk, the patron of the Stupnik parish. The flag is dark blue with the coat of arms in the middle. The ceremonial flag is a blue gonfalon with three triangularly ending tails, with the coat of arms in the middle, the name of the community in two arches above and the oak ornaments in the tails.

Stupnik was part of city of Zagreb until 1995, when it gained status of a community.
It is usually in Croatia that the cities and communities have the same name as their seat of administration ("capital"), however there are some exceptions. Such is the case of Stupnik, with seat of administration in a village called Donji Stupnik.



Žumberak

The coat of arms is Vert Semé of Mullets Argent. Since the community is composed of several more or less equally sized settlements without the obvious centre, the symbolic of the coat of arms could be read in that sense. The flag is blue with the coat of arms bordered yellow in the centre of it. It is used also in vertical variant.

The Community of Žumberak is established in 1997 and it includes the most of then disbanded community of Sošice. In 1993 it was established community of Žumberak with seat in Krašić, soon renamed to community of Krašić, covering different territory.
