Montenegro is administratively divided into 21 municipalities.

The banner of arms of Budva is blazoned: Azure, three mullets Or (1, 2) . The coat of arms is crowned with a silver massoned crown with three visible towers, supporter are the sea horses or, on a compartment wavy azure and argent with a ribbon argent inscribed Budva.

It is said that the blue lines represent the water, the two lower lines foundation of the city, i.e. the two ancient cities that were placed there Doclea and Meteon. The broken line is stylization of several modern recognizable symbols of the city, including Nemanja's town, Clock tower, Gorica monument as well as gates and bridges. The Crown on the coat of arms represent the capital city while the lions as supporters are taken from the coat of arms of Božidar Vuković-Podgoričanin, the oldest known roler of Podgorica using the arms.
The square flag is used by the mayor of the city while the long pennant (prescribed in ratio 1:5) is used for special occasions.
