The new flag of Montenegro is reverting to the original Montenegrin tradition of 19th century. The flag is red with a golden-yellow border all around 1/20 of the hoist size in width. In the middle is set the coat of arms, the height of which is 2/3 of the hoist size. The coat of arms is an other variation of the Petrović dynasty coat of arms: gules a double-headed eagle or holding a sceptre of the same and an orb azure with a cross also or and crowned above the two heads with a royal crown on escutcheon azure on a lion passant or a base vert. The vertical version of the flag is also prescribed.
The flags used in the first days after the flag was adopted used golden fringe instead of the border.

The flag manufactured in expectation of adoption of the new symbols in 2004, either by mistake or misinterpretation of the meaning of the golden border, were produced with the golden fringe instead of the border. Due to apparent absebce of the flags manufactured correctly, the flags used initially upon adoption of the new symbols, even in the official use, were those without the golden border, having the fringe in its stead. Gradually, these were replaced with the properly manufactured flags, even though the borderless fringed flags are still to be occasionally seen.

The Montenegrin tricolour began to replace other Montenegrin flags around 1880, and until the beginning of the World War it was already well established, with various emblems set in the middle. During the World War II red star was set in the middle by Tito's partisans. The new flag adopted in 1993 dropped the star and introduced an unusually long ratio. The middle blue stripe is considerably of lighter shade of blue then the blue used in modern Yugoslav and Serbian flags. At the same time new coat of arms was adopted, based on the coat of arms of the Kingdom of Montenegro, but given new modern graphical design.
