Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms is per fess chief per pale Gules and Argent base Azure a Mullet Or. The red and white field remind to the chequy Croatian coat of arms, and the six-pointed star is a frequent element of the historical coats of arms of the region. It was adopted in 1994, but the use was delayed until 1996 when the new design for the flag was adopted. The flag is vertically divided white and red with the coat of arms set in the middle, so its two upper fields apread counterchanged to the flag fields. It seems that the description in the decision refered originally to the vertical flags only, as the horizontal flags were confirmed reportedly in use only around 2008.

The flag originally adopted to go with the coat of arms (unchanged since 1994) was based on the coat of arms design. It is divided in two square fields, the hoist quartered red and white and fly blue with yellow six-pointed star. That flag is very well designed allong the lines of the modern vexillology, but the design did not conform with the patter prescribed by the Ministry of Administration, requiering the county flags to be of two colour with the coat of arms in the middle (or offset to hoist). After a two years proceidure, the decision on flag was changed to the current pattern. The decision of 1994 was never in the mean time published in the official gazette and therefore this flag was never officially valid, even without the Ministry approval. When the decision was finally issued it was followed imidiately by the amendments introducing the current flag, already approved by the Ministry in July 1996. However, the flag was unofficially used in several occasions in the two years.
