The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In 1993 the community of Koprivnički Bregi was formed and also in 1997 the communities of Kalinovac, Kalnik, Podravske Sesvete and Novo Virje, and in 1999 Gornja Rijeka.

The symbols were rejected by the central authorities, but served as inspitation for the finally adopted design.
In 1997 the community was formed by secession from the community of Sv. Petar Orehovec.
