The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In 1993 the community of Koprivnički Bregi was formed and also in 1997 the communities of Kalinovac, Kalnik, Podravske Sesvete and Novo Virje, and in 1999 Gornja Rijeka.

Before the adoption of these symbols the community used unofficially an emblem ("coat of arms") showing St. Luke, a bull and a house with privet rising from it. This emblem was drawn by Ivan Lacković Croata, reknown naive artist from Kalinovac, and while the emblem is not of heraldic interest, it is among the notable works of the artist.
The community of Kalinovac was established in 1997.

The proposed coat of arms was described as a shield containing a crown, a fortress, a sword, two plumbs and hills, fields and lowlands. The flag proposed is in ratio 1:2 divided diagonally in blue and gray with the coat of arms bordered white in the middle. The symbols were rejected by the central authorities, but served as inspitation for the finally adopted design.
In 1997 the community was formed by secession from the community of Sv. Petar Orehovec.
