Since 1993 the Croatian legislation allows the units of local self-government (counties, cities and communities) to have their coat of arms and flag, however these may be legally used only after they are approved by a central state authority. The a flag of a county should be of a two colours field with the coat of arms in the centre or offset towards hoist. The coat of arms must follow also a set of rules to be approved. Some cities and communities use unapproved designs nevertheless. See more on the approval dates. Prior to 1993 the coats of arms and flag were not regulated by state legislation.
The official bazon (heraldic descripton) of the coats of arms and descriptions of the flags are according to the approval text of the central state authority, other description according to other county documents.

Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

Approved blazon of arms: Štit gore raskoljen. U prvome plavom srebrni/bijeli sveti Juraj na konju koji probada zelenoga zmaja; u drugome u crvenome srebrni/bijeli Andrijin križ; u trećem crveno srebrne/bijele četvorine (5×3).
Approved flag description: Zastava omjera 1:2, žuto zelene boje s grbom Županije u sredini.
Descriptions of arms: Grb Županije bjelovarsko-bilogorske povijesni je grb Bjelovarske županije iz 1872. godine, a sastoji se od pravilnog štita koji je vodoravno podijeljen na dva dijela. Gornji dio štita je podijeljen na dva ista polja. U prvom polju se na plavoj podlozi nalazi lik sv. Juraja na konju koji ubija zmaja. Lik sv. Juraja na konju je bijele boje s crvenim plastom dok je zmaj zelene boje. U drugom polju se na crvenoj podlozi nalazi bijeli Andrijin križ. Na donjoj polovici štita smješten dio povijesnog hrvatskog grba koji se sastoji od pet vodoravnih i tri okomita crveno bijela polja, tako da je prvo polje u gornjem lijevom kutu crvene boje. Grb Županije bjelovarsko-bilogorske povijesni je grb Bjelovarske županije iz 1872. godine, a sastoji se od pravilnog štita koji je vodoravno podijeljen na dva dijela. Description of flag: Zastava Županije sastoji se od dvije boje, u gornjem dijelu oker žute i donjem dijelu zelene. Boje su položene vodoravno i jednakih su širina. U sredini zastave obostrano je smješten grb Županije. (Čl. 2, Odluka, 1995; Čl. 6, Odluka, 1996.)

The arms consist of three fields, St. George slaying the dragon, St. Andrew's cross bottony, and chequy field of Croatia. This is the same coat of arms as were granted to the Bjelovar County on 17 November 1872, after it was established in 1871 from regions that were removed from the Military Frontier (known as the Varazdin Frontier).
The flag, adopted in 1995 is bicolour of dark yellow over green with the coat of arms in the middle. The decision of 1996 does not change the coat of arms or the flag, but it adds provision regarding their usage.
At some point roughly around 2005, a ceremonial flag was manufactured by Colorsoft, a gonfalon horizontally divided into dark yellow and green with the coat of arms in the middle topped with a golden crown and with blue floral mantle and with the name of the community white in three lines below it. The gonfalon is bordered yellow and ending in five semi-sircular unequal tails ending with yellow fringe and tiwth two yellow tassels.
