The goverment in exile in London, i.e. King Peter II, after the poposal by the Ministry Council passed a Decree amending the 1922 Law on Flags on Naval, Merchant and Private Ships. The Decree removed the coats of arms and the crown from the flags prescribed with the 1922 Law. It was made after the so called First Tito-Šubašić Agreement signed on Vis on 16 June 1944, after recognition of Tito's insurgent army as the only legal force fighting the Nazi occupation in Yugoslavia and dismissed Draža Mihailović and Chetniks, who had previously fought in the King's name, because of their collaboration with the Axis. According to its provision, an interim government was to be formed until the people would decide the form of government in democratic elections. Therefore the references to monarchy were removed from the flag.
If it was implemented at all, it must have been only on ships under the control by the London government (Nebojša, Nada etc.), while the ships in Adriatic under the control of the National Liberation Army used already since 1943 the flags with a five-pointed red star. Formally, the 1922 Law with all its amendments was abolished on 23 October 1946 when all the legislation passed prior to 6 April 1941 was abrogated (and the wartime legislation proclaimed non-egsitent).

The naval ensign is explicitly changed by the 1944 Decree, making it equal to the merchant ensign of a simple tricolour of blue-white-red.

The Decree is laconic on the other flag, simply prescribing that all other flags prescribed with the 1922 Law "and its subsequent amendments", remain the same only without the crown and the coat of arms where they would have been provided. Since these are not explicitly described, nor even listed, what is presented here is only a theoretical speculation. Flag that remained the same as in 1922 are not illustrated on this page.
Removing of the crown from the reserve naval officer ensign, the anchor would presumably be allowed to fill in the remaining space accordingly.
