In Croatian kingdom were organized six, and after 1786 five counties, of which flags are still preserved in museums or there are preserved descriptions of those or their usage.

On the reverse of this flag preserved in Croatian Historical Museum there is an image of St. George slaying the dragon in place of the shield. Under it is the inscription: 'MDCCCXXXII.', the year (1832) when the flag was, presumably, made. This is probably a flag of a banderium (military unit).
The County of Zagreb is formed on 17-JUL-1759, when the empress and queen Maria Theresia granted the coat of arms, basically the same as used in current County, in a golden baroque cartouche and with a golden crown. Historical County of Zagreb was much larger then the current one, mainly including the areas of current counties of Karlovac and Sisak-Moslavina.

Adopted: after 1871The flag is almost square tricolour with three triangular tails and with square light blue panel over the middle containing the picture of the county coat of arms.
The County of Bjelovar was made from the parts of Military border in 1871, of the so called 'Varaždinska krajina', parts of divisions of Križevci and Đurđevac.

The flag is shown in a painting from the ceremonial book of the flag consecration ceremony on Grobnik field in 1865.
The County of Rijeka was formed in 1861, of parts of former County of Severin and outskirts of city of Rijeka, that remained under the rule of Hungarian crown.

The flag is in form usual for cavalry guidons of the time - red swallow tailed flag with an oval emblem in the middle. The emblem on obverse is on red field rising from a crown on a triple mount a white double cross (i.e. the coat of arms of so called Hungary Modern, as opposed to Hungary Ancient - barry Argent and Gules; today both combined form the coat of arms of the Hungary) with inscription In hoc signo vinces (In this sign you shall be victorious). The reverse has blue oval with crowned black double headed eagle bearing a white escutcheon red initials CVI (Carol VI). Along the edge of the oval is inscribed Deo Carolo VI patriae vexilum fidele inclitae nobilitatis comitatus Crisiensis (To divine Carol VI the flag of the fatherland by fidelity famous nobility of the Križevci county).

The flag was presented to the County in 1778 by its hereditary governor Ivan Nepomuk Erdődy (1770-1784), as it is inscribed in three lines of Latin text on the obverse, displaying his family arms, granted as the county arms by the Empress Maria Theresia in 1763. The flag is five striped red and white with the arms painted in a rectangular patch next to the hoist. On the reverse, the patch instead includes the icon of Blessed Virgin with Child. It was equipped with a red and white spirally painted staff topped with metal finial and with a white ribbon.
The second flag was made in 1797, similar to the first, but having only three red-white-red stripes, also with the arms on the obverse and the icon on the reverse. The inscription in the bottom stripe on the obverse states that it was made that year on the occasion of the general insurrection against the French.
The third flag was made in 1848 and was used briefly during the revolution. It is a red-white-blue tricolour with a new coat of arms - blue with three brothers, Czech, Lech and Mech standing on three green hills holding hands. Inscribed in Croatian "BARJAK ŽUPANIJE VARAŽDINSKE 1848" (the flag of the Varaždion County 1848) On the reverse is the icon again, and inscription "BUDI NAM POMOĆ" (be [of] our help). Soon, the previous two flags were restored in use. All three flags were kept in the county building until 1925, when they were transferred to the Varaždin fort and eventually to the City Museum where they are now preserved.

The flag of white square silk field, preserved in Croatian Historical Museum is heavily damaged and it is not possible to determine is the coat of arms in the middle was that of Severin County or latter Rijeka County, the two coats of arms being very similar. As other sources give the Rijeka County flag as blue, this might be indeed the Severin County flag, as reconstructed on the image here.
Coat of arms was granted in 1778. The County of Severin was dissembled in 1786, most of it parts were given to the newly formed County of Rijeka. The flag was in use together with the flag of the County of Rijeka for a long time.
